Overview
We are reviewing the prices to apply for Goulburn-Murray Water customers from 1 July 2024
Goulburn-Murray Water submitted its proposed prices on 29 September 2023.
We are assessing the proposal against a legal framework established by the Victorian Government and set out in the Water Industry Regulatory Order, and the commission’s PREMO pricing framework.
PREMO includes incentives for Victoria's water businesses to put forward their best offer to customers and deliver the outcomes its customers value most.
We sought feedback from customers and stakeholders of the water businesses upon receiving their price submissions and upon releasing our draft decisions to inform our decision-making process.
We will issue a final decision and determination that sets the maximum prices that Goulburn-Murray Water may charge its customers from 1 July 2024 in June 2024.

We consulted on our draft decision between 26 March and 7 May 2024. All feedback received informs our decision-making process.
- We received 12 public submissions.
- We held a hybrid (in person and online) public forum on 23 April 2024 attended by 39 people, including members of the public, representatives from the water business and commission staff.
- Goulburn-Murray Water provided its response to our draft decision.
Topics of discussion during the forum included:
- the commission’s role in reviewing Goulburn-Murray Water’s pricing proposal
- importance of improved cost reflectivity of tariffs
- level of engagement with unregulated diverters.
